What is THS?

Under contract to the Wisconsin Department of Corrections, Genesis Behavioral Services provides Transitional Housing Services (THS) consisting of temporary housing and support for people transitioning from correctional institutions into the community.  We provide THS services in 34 locations throughout Wisconsin.  The services consist of:

  • Housing

THS provides one- to two-bedroom apartments or facilities with multiple bedrooms, shared kitchens, and access to congregate living areas.

  • Services

THS includes:

  • Case management: A case manager completes an intake with clients and provides one week of food.
  • Program services: Offenders attend on-site program services as determined by their agent.
  • Job search assistance: Coaches assist participants with job search and job retention activities for approximately a year after release.
  • Community resources: Participants may receive additional assistance in accessing available community resources.
  • Supervision

Staff supervision is provided via random on-site inspections by Genesis staff.  The result of each inspection is reported to the DOC in real time using an app.

  • Supplies

Genesis supplies all bedding, household supplies, food, and paper products.

THS placements are usually approved for 90 days, but agents can request extensions up to 120 days.

The DOC pays Genesis for the facilities, but some offenders may provide a co-payment of $1 per day once they find employment.
